1st para: given factor
leaders are needed for a good government as capable leaders are needed to maintain stability in the government and to make the right decisions for the country. they must be honest and incorruptible to win the confidence and respect of the people

point: leaders anticipate change and stay relevant
elaboration: using the two examples of NEWater and integrated resorts, the government has anticipated future challenges and planned in advance.
NEWater has enabled us to be self-sufficient and ensures that our economic progress and survival is no longer determined by another country. the IRs will also ensure our economic progress and survival as it makes our tourist industry relevant.
So, with the NEWater and IRs that we have, even if malaysia refuses to provide us with water, we have NEWater and we have integrated resorts for tourist attraction even if the zoo gets boring.

elaboration: people are rewarded based on their abilities and hardwork, they are encouraged to do well. then it will translate to better economic growth for the country as people are driven to excel.
meritocracy helps to give everyone in society an equal opportunity to achieve their best and be rewarded for their performance.
